ADB AID OPPORTUNITY FOR PLUNDER!

Here’s something REALLY SCARY about the Pnoy government from the on-going Asian Development Bank (ADB) meeting:

The ADB provided $761.9 million in aid to the Philippines.

According to government officials, $643.8 million will go to social protection and support projects, agrarian reform, rural infrastructure enhancement, credit for better health care, and irrigation in Mindanao.

Take note, people, NOT EVEN ONE SPECIFIC project or program for that amount, which is roughly P26 BILLION.  

Anong kaseguruhan natin, mga kababayan, na hindi NANAKAWIN ang halagang ito kung wala pang masabing tiyak na pagkakagustusan na proyekto o programa?

And before Pnoy’s supporters insist that the target beneficiaries were clearly stated, think about these:

Irrigation in Mindanao -- WHERE, and for whom? Remember, people, Mindanao is composed of several provinces like Zamboanga del Norte and Zamboanga del Sur, Agusan del Norte and Agusan del Sur, Sulu, Maguinadano andTawi-Tawi.

Credit for better health care – again FOR WHOM AND WHERE? And what kind of better health care? 

Social protection and support projects – WHAT KIND of protection and support? What type of projects, for where and for whom?

Rural infrastructure enhancement – what kind of enhancement, what kind of rural infrastructure, where and for whom?

Agrarian reform – what about it in particular? To pay landlords under the agrarian reform program? Loan programs for farmers and fishermen? New farming or fishing equipment? Again, where and for whom?

Pnoy or his boys have not announced either how will the money, or its equivalent in logistics if there’s any, be kept and under whose custody if there are no ready projects or programs yet.

In other words, Pnoy or anybody in government is FREE TO DO ANYTHING with the P26 billion once they get it. And since we don’t have any idea this early where will the money be spent, WE’LL NEVER KNOW anything about it.

Kahit na IBULSA o KURAKUTIN ninuman ang halagang iyun.

That’s transparency for you, Pnoy Administration style – transparency ONLY AMONG THEMSELVES!
