Sorry
for my two-day absence, boys and girls. I had to attend to something.
I
have been getting more and more queries from friends, both personal and from
Facebook, as well as readers on my personal recommendations on the issues I
discuss and criticize.
So
even if I have been a victim of idea theft before, and wouldn’t want to be
looked upon as just another empty-headed critic either, allow me to start with
my suggestions on how to reduce poverty.
DEDUCT
AT LEAST P10 BILLION from the multi-billion budget of the Conditional Cash
Transfer CCT) Program and use the money on the following:
Set
up government-owned markets or groceries wherein goods are sold at farm gate or
factory prices. This scheme will provide
jobs for store helpers and other personnel while stretching the purchasing
power of the poor.
If
necessary, buy the land on which the market or grocery will be built.
If
there are laws or ordinances which prohibit these, ask senators or congressmen
or local officials to move for amendments.
Conduct
ROUND-THE-CLOCK, as in NON-STOP, skills trainings or seminars on employment or
income-generating ventures. Spend on media and other information dissemination
systems to maximize public awareness and attract more participants or
attendees.
I
am aware that seminars or trainings like these are conducted. But the problem
is these are done only on the proverbial ‘once in a blue moon’ frequency or are
hardly heard of by the public, especially the poor.
Related
to this, establish a centralized/national marketing arm whose sole job will be
to look for clients or markets for the works to be produced from the income-generating
ventures trainings.
Set
up another centralized/national agency whose sole responsibility is to gather
information on job openings nationwide and disseminate these both in national
media and the barangay level.
A
common dilemma of the poor in looking for work is they simply don’t know where
to go to look for employment. Also, remember guys that a lot of them often
don’t have money to spare for newspapers or Internet shops to surf for job
vacancies.
Participants
in income-generating ventures trainings can also be asked to come up with their
own proposals, with seed capital to be awarded to the best idea (s),
Allocate
part of the P10 billion for an increase in government credit lines for the
poorest of the poor for their small-scale business ideas or their needs to
increase their produce, like farmers and fishermen.
Support
this with SUSTAINED PUBLICTY (at least two weeks) so that as many as people as
possible will be informed about it.
