SIGNS OF A JUETENG PAYOLA RECIPIENT!

Since jueteng is in the limelight again, here are some tell-tale signs of recipients of payola or bribe money:

Purchase or construction of a new home, and acquisition of new vehicle (s), expensive jewelry and top-of-the-line appliances and furniture WITHOUT ANY KNOWN OR VISIBLE source of multi-million earnings

Sudden expansion or total renovation of existing home, again without any known or visible source of funds

Sudden charity work, especially FINANCIAL AID to the poor or to the sick.,

Transfer of kids to known expensive or exclusive schools for the rich

Transfer of residence to a more expensive village

Increasing number of vacations, domestic or foreign

Noticeable and continued change in lifestyle or spending habits, like dining in known expensive restaurants or purchases of luxury items like designer clothes and the latest mobile phone models.

The usual alibis for these are either as gifts or an inheritance from a rich relative or sibling.

But the suspected jueteng bribe recipient has always been known to have come from a poor family or clan, and does not hold any high or influential position at work which attracts gifts from favor-seekers.

Some bribe recipients may not be as VULGAR as their peers. Here are some indicators for them:

Increasing visits to the bank, without any known new source of a bigger income.

Increasing trips abroad, either by the recipient himself or herself or by the children. This is to either deposit the bribe in banks or purchase properties.

Increasing visits to the casinos or other known gambling joints like cockpits

Known stiff resistance to be relieved from current position or place of assignment, especially in publicly known jueteng havens like Central and Southern Luzon

Once you notice any of these signs on a person, try to find out as much information as you can. Ask help from or join forces with your friends if necessary.

And the moment you get positive results, let’s EXPOSE these on the Internet and share the information with all our friends and the groups –Facebook or Twitter --  we are a member of.

Let’s also try relaying the results to our senators and congressmen.

Let’s see who is really against corruption and pro-people, and will immediately initiate any action.

MALACANANG AND PUNO LOST, NOT MIRIAM!

Contrary to perceptions by pro-Pnoy factions, resigned DILG Undersecretary Rico Puno and Malacanang MISERABLY LOST in the Senate hearing conducted by Sen. Miriam Defensor Santiago.

Despite the fact that no physical and incriminating evidence proving wrongdoing by Puno was presented.

First: Only an ILLITERATE WILL NOT REALIZE that the SIMULTANEOUS UNAVAILABILITY of the members of Santiago’s Senate committee and the invited Cabinet members due to previous engagements was an ORCHESTRATED gimmick.

Kung ipipilit ninuman na nagkataon lang, as in nagkataon, puwedeng magrequest: Puwedeng malaman ang mga engagements na ito, para ma-verify kung tutoo at kung talagang naunang ischedule ang mga ito kesa sa hearing?

Kung walang magsasalita, lalong HINDI NINYO MALOLOKO ang taumabayan.

Second: PNP Director-General Nicanor Bartolome ADMITTED that the ILLEGAL numbers game jueteng is ALIVE and kicking. And out of supposedly thousands of arrests for illegal gambling, only a few hundreds were for jueteng.

Even though Bartolome did not dispute revelations that jueteng is practically a nationwide criminal enterprise.

This means two things:

Patuloy na KINUKUNSINTI at masugid na PINOPROTEKTAHAN ng gobyerno ni Pnoy ang jueteng.

Tulad ng naisulat ko na, KAHIT MINSAN ay hindi nagutos si Pnoy na sugpuin ang jueteng MULA NANG MAGING PRESIDENTE siya. Sa halip, WALANG KAHIHIYANG nagsalita pa siya na HINDI NIYA PRIORIDAD ang jueteng.

Pambansang ILEGAL na sugal pero hindi prioridad. Pag kayo namang mga pro-Pnoy ay hindi pa magising…

And as DILG undersecretary for peace and order with crushing jueteng as one of his responsibilities, Puno was a USELESS INCOMPETENT who mysteriously and shamelessly held on to the post for almost two years.

Third: Puno insisted that he was just an observer and did not interfere in the seemingly ANOMALOUS billion-peso deal for firearms for the PNP. But he also ADMITTED that he was THE ONE who called prospective bidders to a meeting.

Ginawa niya ang dapat ay trabaho ng PNP Bids and Awards Committee. Pero hindi pa ito pakikialam para kay Puno.

Puno probably has his own dictionary.

Fourth: Puno CONFIRMED that he went to the condo unit of his late boss, Jesse Robredo, to secure his documents, even though Pnoy’s order for him to do so was LIMITED to the former DILG secretary’s offices.

That’s INSUBORDINATION, any way you look at it. And he failed to give a MORAL and LEGAL justification for it. Instead, in pathetic DESPERATION to CLEAN his image, Puno said charges that he raided and ransacked Robredo’s condo were unfair and unfounded.

Since the condo visit, NEVER WAS IT REPORTED in media that Puno did just that. What has been consistently reported is that Robredo’s maid, and lawyer, refused to let his party in because they were UNEXPECTED and had NO SEARCH WARRANT.  

Ano ang gustong palabasin ni Puno?

Lastly, DON’T EVER FORGET, boys and girls: Robredo was investigating Puno at the time of his death.

But instead of having the DELICADEZA to keep off the condo since he may have been mentioned in Robredo’s papers, Puno readily tried to find out if there were documents there.

And Pnoy readily cleared Puno just days later when the former DILG undersecretary CONVINCED him in a chat that there was nothing sinister in the condo visit.

Walang imbestigasyon. Nagusap lang sila ni Puno, si Pnoy pa mismo ang nagsabing wala itong ginawang mali. Pero para sa Malacanang, hindi nila pinoprotektahan si Puno.

Iisa lang ang puwedeng itawag dito: KAIPOKRITUHAN!

Two things stood out from resigned DILG Undersecretary Rico Puno in the Senate hearing conducted by Sen. Miriam Santiago:

He is either a LOUSY LIAR or a TOTAL INCOMPETENT, or both.

Puno DID NOT DISPUTE revelations by Santiago that at least one percent of the estimated P30 billion in gross revenues from jueteng go to bribes to police and national government officials.

But he categorically denied any knowledge on where or to whom the bribes go, even if he was the DILG undersecretary who was overseeing the Philippine National Police (*PNP.

And the PNP is the government agency tasked with going after jueteng.

DALAWANG TAON siyang DILG undersecretary pero WALA SIYANG NALAMAN tungkol sa isa sa PINAKA-MALAWAK na SUHULAN para sa patuloy na operasyon ng jueteng.

As if he did not even receive reports or tips on the bribery, that’s why he knew absolutely nothing about it.

So take your pick, boys and girls:

Puno’s that INCOMPETENT and STUPID not to know what’s going on in his turf, and not coming up with ways on how to find out (in which case he should have had the DELICADEZA NOT TO STAY in the post for two years).

Puno is fully AWARE of the bribery but just could not think of a better way to save face than to declare a SHAMELESS LIE.

Puno claimed he did not interfere in a billion-peso firearms contract which had been put uyp for bidding by the PNP.

But he ADMITTED reports cited by Santiago that he was the one who summoned to a meeting prospective bidders in a billion-peso weapons contract from the PNP.

Even if OFFICIALLY, he was only an OBSERVER and was supposed to have NO OFFICIAL ROLE in the transaction.

Bottom line: Why did he have to be the one to summon the prospective bidders? Why NOT any member of the bids and awards committee?  Or top PNP officials like Director-General Nic Bartolome?

Join me, people, in SHOUTING to Puno that we all know the meaning of the word observer.

And in OBVIOUS DESPERATION to legitimize his UNAUTHORIZED ATTEMPT to enter and secure documents in the condo unit of his late boss Jesse Robredo, Puno again repeated that it was not a raid as described by media reports.

And that prudence prompted him to visit Robredo’s condo, even if IT WAS NOT COVERED by Pnoy’s order to him to secure Robredo’s papers.

Anybody correct me if I’m wrong but when a person leads a group in swooping down on a place UNEXPECTEDLY, that is a raid. Failure to enter does not make a difference on the nature of the action. 30

CAAP OFFICIALS SHOULD INDEED QUIT, AND BE PROBED!

Civil Aviation Authority of the Philippines (CAAP) officials should not only carry out their threat to resign en masse following a scolding they got from outgoing DOTC Sec. Mar Roxas over their declaration that there was no foul play in the plane crash that killed Jesse Robredo.

They should also be IINVESTIGATED.

First: The ‘no foul play’ declaration which CAAP officials made in a congressional committee hearing WAS PREMATURE. They themselves admitted that their probe of the crash was NOT YET FINISHED.

Then WHY THE HELL did they issue the declaration in the first place?  I don’t see anything bad, or wrong, in saying that it’s still PREMATURE to say so.

The declaration itself was OUTRIGHT SUSPICIOUS, since CAAP officials REFUSED to reveal the BASIS for it to media. But they readily agreed to do so before members of the congressional committee headed by Sen. Bong Revilla.

Tulad ng naitanong ko na. ANO ANG HINDI PUWEDENG MALAMAN ng publiko pero dapat malaman agad  ng committee?  Kung WALANG DAPAT ITAGO, WALANG MATINONG DAHILAN para HINDI patunayan ng CAAP ang  deklarasyon nilang ‘no foul play.’

Second:  Earlier media reports that the pilot of the plane, Jessup Bahinting, had expired licenses at the time of the crash CAME FROM CAAP, TWICE.

One was from an insider who asked not to be named and was quoted in a daily broadsheet newspaper. The other (whose name I forgot) spoke in front of the camera of a TV station and was aired in its evening newscast.

The DOTC, WHICH HAS SUPERVISION over CAAP, immediately denied the first report, and did so AGAIN with more details for the second.

So CAAP officials have to explain why did the MALICIOUS story on Bahinting;s supposedly expired licenses come out for a second time on television when the DOTC itself has BELIED it already.

If they will say that it was an individual act not sanctioned by their office, then they had better have PHYTSICAL PROOF that they had done INVESTIGATIVE work to identify the culprit and find out how did it happen.

The bottom line, however, stays the same.

A SELF-SERVING BUT BASELESS declaration and an erroneous story  coming out twice in media despite a denial of the first is NOTHING LESS THAN INCOMPETENCE

For incompetents, especially those with DUBIOUS MOTIVES, there’s NO OTHER WAY BUT OUT!

Pnoy is now CLEARING Puno of any wrongdoing for going to the late DILG Secretary Jesse Robredo’s condo unit in Quezon City JUST HOURS after the Cabinet member was reported missing in a plane crash.

This, despite his OWN ADMISSION that his orders to Puno to secure Robredo’s documents were ONLY for the secretary’s offices, and not for the condo.

Now, I don’t think Pnoy’s STUPID enough not to know the meaning of the word INSUBORDINATION. Or is it a case of the word ABSOLUTELY NOT BEING APPLICABLE to Puno as far as Pnoy is concerned?  

Presidente siya ng bansa, LANTARAN SIYANG SINUWAY ni Puno pero nakausap lang niya kuno ay okay na at bale-wala na agad sa kaniya.

Pnoy said he believes that Puno had only wanted to secure Robredo’s papers in the condo unit. As he puts in a story in the ABS-CBN news website, “hindi para kunin, hindi para tingnan.”

And if you will look at the ABS-CBN story, guys, Pnoy DID NOT EXPLAIN why Puno DID NOT INFORM Robredo’s wife Leni or any other member of the family of his planned visit.

I sure hope Pnoy, Malacanang and Puno, or their supporters, will NOT HAVE THE FACE to say that they’re not aware of the law that not even the President of the country can enter any home WITHOUT A SEARCH WARRANT.

Pnoy DID NOT ALSO CLARIFY the specific claim of one of Puno’s companions, police Superintendent Oliver Tanseco, to media that they had gone to the condo ON ORDERS OF THE PRESIDENT.

Instead, Pnoy SHAMELESSLY confirmed earlier reports that he is considering appointing Puno to another position already.

Kaya n’yo yun, guys? HINDI PA NAPAPATUNAYANG WALANG SALA sa mga paratang sa kaniya ay MAY PAGLALAGYAN na agad si Pnoy kay Puno?  Ano kayang klaseng SIKRETO ang alam ni Puno kay Pnoy?

It’s now Justice Sec. Leila de Lima who’s CONTRADICTING nothing less than Pnoy and resigned DILG Undersecretary Rico Puno on what really happened when documents of Puno’s late boss Jesse Robredo were sealed.

Personally, I’ll dare say that Pnoy, Puno or De Lima is LYING.

In a story in the ABS-CBN news website, De Lima DENIED Puno’s claim that he was present when she secured Robredo’s condo.

Question: Why did Puno make that claim?

De Lima said she was the one who sealed documents and secured Robredo’s offices, not Puno as he had also told media.

She said Puno was at Robredo’s office but he only watched. But he never told her he was there on Pnoy’s orders, CONTRARY to the President’s and Puno’s statement to media.

There’s NO SANE REASON why Puno would not tell De Lima that he was there on Pnoy’s orders.

It would be ILLOGICAL for Puno to allow De Lima to seal the office if he had indeed been ordered by Pnoy to do it instead.  For Pnoy to issue the SAME ORDER to De Lima, there must have been an EARTH-SHAKING reason.   

Presidential spokesman Edwin Lacierda earlier stated that De Lima went to Robredo's offices "on her own." But De Lima had also said she was there in an official capacity.

Now, think hard about these, guys:

The DECEPTION is getting obvious. An effort to sow CONFUSION is getting clearer and clearer.

One resorts only to DECEPTION if he or she WANTS TO HIDE, or COVER UP something.  And ONLY ILLEGAL or IMMORAL acts are the ones which should be hidden from the public

In this case, a high government official died under still QUESTIONABLE CIRCUMSTANCES.

Finally breaking his silence, beleaguered and resigned DILG Undersecretary Rico Puno  talked about his UNAUTHORIZED VISIT to the condo unit of his late boss Jesse Robredo  less than a day after the DILG secretary was reported missing in a plane crash.

My take: He has just started DIGGING HIS OWN GRAVE.

Puno ADMITTED that Pnoy DID NOT ORDER him to go Robredo’s condo. Now, read this direct quote of him from a story in the GMA news website:

“Mayroong sinabi sa akin na mayroon ding dokumento doon [sa condominium] kaya kami nagpunta doon. Prudence dictates na kasama iyon na sinabi rin ng Presidente na may mga dokumento, pati iyon i-secure mo.”

Malinaw pa sikat ng araw na SARILING DESISYON lamang ni Puno ang pagpunta sa condo ni Robredo.

Kapag ang isang taong gobyerno ay KUMILOS ng HIGIT PA sa iniutos ng mismong presidente ng bansa, mayroong KASING-IMPORTANTE ng buhay na dahilan iyon.

Otherwise, nobody in his RIGHT MIND would dare go beyond the President’s order on a mere self-interpretation of it. And I don’t think Puno would admit to INSANITY.

Even if he has nothing ILLEGAL in mind when he went to Robredo’s condo, Puno DID NOT EXPLAIN WHY he did not inform Robredo’s wife Leni or any member of the family IN ADVANCE.

Even non-lawyers or non-government personnel are aware that under the law NOBODY, NOT EVEN THE PRESIDENT of the country, CAN ENTER one’s home WITHOUT PERMISSION from the owner or tenant or a search warrant.

Puno definitely knows this. I personally believe he’s not that STUPID to be unaware of it. But he clearly IGNORED this basic law in his visit to Robredo’s condo.

So the million-dollar question is WHY?

And in vulgar desperation to defend his action, Puno said he did not enter the condo. It was one of his cmpanions, police Sr. Superintendent Oliver Tanseco who did.

Tandaan natin, mga kababayan, MULA’T SAPUL AY WALANG NAGSABI na pumasok siya sa condo. Alam na ngbuong bansa na hindi.

The issue is WHAT THE HELL WAS HE DOING THERE?  Considering the fact that he was being investigated by Robredo until the sudden death of the secretary.

You had a LOUSY and POORLY PREPARED defense, Mr. Puno. Try again.

PUNO RESIGNATION BOOSTS HIS GUILT!

The breaking news as of this hour is Interior and Local government Sec. Rico Puno has resigned.

SO WHAT? That only STRENGTHENED suspicions of his guilt of the various controversies he is now facing.

It’s now CRYSTAL-CLEAR that Puno wants to DIVERT THE PUBLIC EYE from him. Even a high school kid would readily realize that he wants to further avoid media and the mounting pressure from all sectors for him to come out in the open and talk.

KUNG TALAGANG WALA SIYANG KASALANAN, HINDI DAPAT UMIWAS SI PUNO.

Ang tunay na inosente, AGAD NA HAHARAPIN ang lahat ng paratang laban sa kaniya para agad na malinis ang kaniyang pangalan, at hindi masira ang kaniyang reputasyon.

 At hindi iyung iiwasan na lamang ang mga akusasyon sa kaniya.

But with Puno’s resignation, and his continued silence on the  anomalous deals he is being linked to like PNP arms transactions and his UNAUTHORIZED VISIT to the condo unit of his late boss Jesse Robredo, no other logical assumption can be made other than HE’S DONE SOMETHING WRONG.  

Puwedeng kuimontra ang kahit sino. Siguraduhin lang na may sense ang argumento.

Puno’s resignation DOES NOT CLEAR him of the allegations of fraud that are now hounding him.

Remember, ladies and gentlemen, the REAL ISSUE here is not Puno’s being a DILG undersecretary. He’s allegedly involved in anomalous deals and WOULD NOT EXPLAIN UP TO NOW!

Iyun ang pinaguusapan, hindi ang kaniyang posisyon.

From now on, guys, we can expect one diversionary tactic after another in favor of Puno – new cases or exposes of irregularities against Pnoy’s perceived political enemies, astounding reports of supposed accomplishments by the government and then like.

HUWAG TAYONG PABUBULAG, MGA KABABAYAN. Higit kailanman, HUWAG NATING BITIWAN ang mga nangyayaring ito. Maraming nangyaring hindi natin alan, , at MANGYAYARI PA NA HINDI NATIN AAKALAIN.
