LACIERDA'S LOUSY DEFENSE OF PAGCOR FRAUD!

So, Malacanang is now the PUBLIC RELATIONS OFFICER (PRO) of the Philippine Amusement Gaming Corp. (Pagcor).

Instead of Pagcor officials themselves explaining the agency’s purchase of more than P9 million worth of mineral water WITHOUT PUBLIC BIDDING, it’s Presidential Spokesperson Edwin Lacierda doing the talking.

And instead of proving that there had been no MONKEY BUSINESS in the issue, Lacierda’s defense stinks of FRAUD, CONSPIRACY and HYPOCRISY.

FRAUD: A Commission on Audit (COA) report said the mineral water was bought during shopping despite the fact that the amount involved “exceeded the threshold” provided under Section 10 of Republic Act (RA) 9184 which provides that all purchases should be through competitive bidding.

Lacierda did not refute or deny the purchase. All he could say was it had been the practice for so long. But he could not give any justification on the glaring DISREGARD of the RA.

And in a DESPERATE and PATHETIC bid to defend Pagcor, Lacierda said  Pagcor had bought the mineral water in bulk but not above the RA threshold of  P500,000.

But he DID NOT SHOW RECEIPTS to prove it. And remember, guys, he’s not from Pagcor so anything he says about the firm is HEARSAY, or TSISMIS, at the very least.

CONSPIRACY: The RA was CRYSTAL CLEAR and in elementary English that anyone can understand outright. Pagcor’s purchasing bosses are supposed to know the RA by heart since it concerns their job. 

And yet, the questionable purchase was made. For anything UNAUTHORIZED to be carried out by the assigned clerk, it must have the APPROVAL of higher authorities.

HYPOCRISY: Lacierda said Pagcor Chairman Cristino Naguiat Jr. immediately stopped the procurement by shopping process. But take note, guys, NOBODY WILL BE PUNISHED, or INVESTIGATED by Naguiat for the questionable purchase of the mineral water.

Lacierda said Malacanang has no plan either to sanction or discipline anyone im Pagcor.  Despoite the obvious reality that Naguiat doesn’t know, if nt chooses not to know, what’s happening in his own backyard.

Pinatigil iyung ANOMALYA kunwari, pero WALANG DAPAT ALALAHANIN YUNG MAY KAGAGAWAN!  Sa kabila ng parang SIRANG PLAKANG paulit-ulit na pahayag ng Pnoy government na  GALIT SILA SA CORRUPT.

This is not just hypocrisy. This is non-stop hypocrisy for personal buddies of Pnoy in government like Naguiay.
