LACIERDA, SOLIMAN ADD FIRE TO CCT FRAUD!

Instead of clearing the anomalies uncovered by the Commission on Audit (COA), Presidential Spokesman Edwin Lacierda and Department of Social Welfare and Development (DSWD) Sec. Dinky Soliman made the department’s conditional cash transfer program MORE SUSPICIOUS in the public eye.

Lacierda and Soliman ADMIT to the accuracy of the COA findings with their defense that reforms have been carried out and concerns have been addressed.

But take note, people: Lacierda and Soliman DID NOT ANNOUNCE ANY PROBE which will be carried out. They DID NOT NAME even one individual who will be questioned.

For those who missed it, the amounts involved in the anomalies uncovered by COA are not just in millions but HUNDREDS of millions of pesos. Consider these:

A total of P570 MILLION released as of Dec. 31, 2010, remained  UNLIQUIDATED or UNACCOUNTED for as of June 2012. And Soliman WOULD NOT even identify the people who received the money.

A total of P367.6 MILLION released to 60,433 non-complying beneficiaries. But no names from Soliman on who was/were responsible for the disbursement of the monies and what, if any, has been done to them.

Of the P3.6 billion unliquidated funds as of Dec. 31, 2010, Soliman said more than P3 billion had been liquidated. But SHE COULD NOT PRESENT EVEN ONE PROOF of this. 

A total of 6,157 non-poor households were enrolled in the program but, again, no names and no action from Soliman against who was/were to blame and what been done to them,

All that the DSWD can say is the 6,157 have been removed from the program. But no evidence whatsoever to prove the delisting, like names or notices to the parties concerned.

Lacierda said reforms have been made and all concerns have been addressed. But he could not cite even one specific reform or solution.

Apart from the fact that HE’S NOT FROM DSWD and is, therefore, DEFINITELY NOT In the ethical and moral position to say anything for and in defense of the CCT, or of the department.

Unless Lacierda is also the DSWD or CCT spokesman.

And judge for yourselves, guys, if Lacierda is LYING or is simply a CONFUSED, INCOMPETENT mouthpiece for the DSWD and the CCT:

A story in the GMA News website quoted Lacierda as saying of the CCT: "The audit for the year 2011 has NOT BEEN PERFORMED yet. IT IS BEING DONE but there is no report yet."
