The ABS-CBN website has quoted Department
of Agrarian Reform Sec. Virgilio delos Reyes as saying that farm worker-beneficiaries
in Hacienda Luisita will receive their land within a year.
That’s right, guys. ONE LONG YEAR!
I’m not a landowner but looking at the
reasons cited by Delos Reyes, I can’t help but ask “ano ito, garapalang
delaying tactic?”
Delos Reyes said Luisita is 4,000 plus
hectares of property with 6,000 plus beneficiaries. Therefore, an inventory, census
and surveys must be conducted.
While it may be 4,000 plus hectares,
Luisita is ONLY ONE PROPERTY. Not two, 10 or 20. It’s spread out in NEIGHBORING
towns and a city (I hope I remember t correctly), and not areas 10 or 20
kilometers apart each.
Therefore, surveying the land should
not be that difficult and time-consuming.
Especially since for sure, Luisita has
copies of its latest surveyors’ report which definitely contains details or
data needed for a new survey.
Unless the DAR will IGNORE OR DISREGARD
any and all existing documents on land surveys in Luisita and start from
SCRATCH, for which they had better have one hell of a good justification.
If it’s the beneficiaries which need to
be surveyed or subjected to census, these people have had a list of their
members and addresses in the hacienda for AGES.
So new survey guys don’t need to
research, again from zero, the names and addresses of the beneficiaries
one-by-one before double-checking these. All they have to do is look at the
list.
These tasks will indeed take a year or
so if the DAR will make it THE LAST of their priorities and assign one, two or
three personnel for the entire 4,000 plus hectares and 6,000 plus
beneficiaries.
And here’s the MOST SUSPICIOUS part,
guys:
Delos Reyes refused to give an estimate
on how much the government will have to pay Luisita.
He said the Land Bank of the Philippines
will first have to examine Luisita’s books before computing the payment based
on the Comprehensive Agrarian Reform Program (CARP) formula. The computation
will then be sent to the DAR.
But the Supreme Court decision
CATEGORICALLY pegged the valuation of Luisita at P40,000 per hectare or more or
less P200 million.
So there’s NOTHING ELSE for the DAR to
determine.
I see TWO MOTIVES in this explanation
by the DAR on the valuation of Luisita: First is to JUSTIFY an increase in the
P40,000 per hectare set by the Supreme Court.
Second is to hopefully give
Luisita’s owners ground for new legal action to INDEFINITELY
DEFER the
hacienda’s distribution to the beneficiaries.
Whatever, one
thing is CRYSTAL-CLEAR – the DAR DOES NOT INTEND A SPEEDY DISTRIBUTION of Hacienda
Luisita to the beneficiaries.
