The proposed 2013 national budget can
easily ROB US of more than P240 BILLION of our taxes.
A story in the Manila Standard Today on
the proposed 2013 national budget detailed the following:
First and foremost, a STAGGERING P117.54 BILLION
was allocated for UN-PROGRAMMED FUNDS for 2013. Un-programmed meaning, the
money is NOT INTENDED FOR ANYTHING SPECIFIC.
Kaya puwedeng GASTUSIN ni Pnoy o ng mga
taio niya ang P117.54 bilyon saanman o anuman ang kanilang magustuhan.
NAKAWIN man ang pera, BUTAS NG KARAYOM ang
pagdadaanan ng sinumang maghahanap dahil WALA namang particular na
paglalagyan.
A MIND-BOGGLING P22.4 BILLION was
allocated for a NEW ITEM, the Priority Social and Economic Projects Fund. Pero
WALANG DETALYE KUNG PAANO AT SAAN GAGASTUSIN ang P22.4 bilyon na ito!
The budget for the Department of Social
Welfare and Development’s (DWSD) conditional cash transfer (CCT) program was
increased to P44 billion from P39 billion.
This, despite the fact that the
Commission on Audit (COA) had earlier uncovered ANOMALIES in the CCT, and there
has been NO DETAILED BREAKDOWN to date of where the P39 billion went or is
being spent.
And as Social Watch Philippines (SWP)
convenor Marivic Raquiza notes, “the latest official data show that poverty has
worsened or remains high for the poorest sectors such as farmers and fishers, women
and children.”
Retirement benefits in the Special
Purpose Fund, was MORE THAN DOUBLED to
P98.7 billion from P34.4 billion in 2012, higher
This implies that the expected retirees
for next year are MORE THAN TWICE the number of those who will bow out of
service this year. But there’s NO BREAKDOWN on the number, from what offices or
agencies and the entailing cost.
Agham Rep. Angelo Palmones and Kabataan
Rep. Raymond Palatino noted an allocation of P60.4 billion for the hiring of 164,230
new government employees.
But there are NO DETAILS for what agency
or office, how many for each and what are the jobs and job descriptions of
these 164,230 new workers. Not to mention the ABSENCE OF ANY BASIS for the
planned mass hiring.
Keep a TIGHT WATCH on the proposed
budget, guys.
