It's now coming out from the government’s mouth:
PURO LANG SILA PLANO, PURO DALDAL, WALANG TRABAHO, pagdating sa
problema sa baha.
In a clearly DESPERATE move to create an image that they’re super
busy and was never negligent, Pnoy’s government now says there is a master plan
for 11 high-priority anti-flood projects costing a total of P352 billion.
Patrick Gatan, head of the Department of Public Works and
Highways’ (DPWH) Project Management Office for Major Flood Control Projects, said
the master plan represented the Aquino administration’s seriousness in dealing
with the perennial problem of flooding.
Gandang pakinggan. Super laki ang budget. Pero MAMBOBOLA na lang
ang DPWH, HINDI PA MARUNONG!
As reports in inquirer.net indicated, the master plan has been
ready since February.
But it was only on July 31 that the National Economic and
Development Authority’s (Neda) Sub-Committee on Water Resources approved the
plan.
Or FIVE LONG MONTHS after it was ready.
And it still could not be implemented because it needs the FINAL
APPROVAL of the NEDA Board, which is HEADED BY PNOY.
Limang buwan mahigit bago aprubahan, sa sub-committee pa lang.
Wala pang approval ni Pnoy. WALANG LINAW kung kailan masisimulan man lang. Pero
para sa gobyerno, SERYOSO PA SILA ng niyan.
High-priority pa iyang lagay na iyan ang mga proyektong nabanggit.
Somebody had better send an advanced Christmas gift of a
dictionary to the DPWH. Better yet, somebody should ask the DPWH’ for their
definition of seriousness and high-priority.
Wala nang mas KAKAPAL pa ang mukha sa mga ito pagdating sa
pambobola sa Sambayanan.
Worse, DON’T EXPECT any solution, especially in the near future,
to the perennial flooding we’re suffering. Gatan himself COULD NOT EVEN GIVE an
estimate on when CONSTRUCTION WORK will start and be finished to any of the 11
projects.
All he could say was he was confident that most, if not all, of
the 11 projects would be completed before the end of Pnoy’s term.
Sa madaling salita, WALA PA RING LINAW kung kalian matatapos, o
MABABAWASAN MAN LANG, ang kalbaryo natin sa baha sa ilalim ni Pnoy. Dalawang
taon mahigit matapos siyang maging presidente. 30
