INILULUSOT NA ni Pnoy si Department of Interior and Local Government (DILG)  Undersecretary Rico Puno sa lahat ng KINASASANGKUTAN NITONG KONTROBERSIYA tungkol sa nasawi nitong boss na si Jesse Robredo.

As I was writing this piece, stories in websites and twitter accounts of major media outfits have quoted Pnoy as saying that PNP chief Nicanor Bartolome would be named as Puno’s replacement.

Pansinin ninyo, mga kababayan: HINDI PAIIMBESTIGAHAN ni Pnoy si Puno. 

HINDI KUKUWESTIYUNIN ni Pnoy si Puno sa tangkang pagpasok ng grupo nito sa condo unit ni Robredo ng WALANG PAHINTULOT ang biyuda ng nasawi na si Leni.

HINDI RIN UUSISAIN ni Pnoy si Puno sa pagkakasangkot nito sa isang diumano’y MAANOMALYANG transaksiyon sa PNP tungkol sa pagbili ng mga armas.

Instead, Pnoy will extend the MAXIMUM PROTECTION to Puno by simply taking him out of the DILG and sparing him of further heat from whatever will be uncovered in the department. As if nothing had happened. As if Puno had not done anything suspicious

Wala nang MAS GAGARAPAL PANG PAGKUNSINT. Isipin ninyo ito,, mga kababayan, lalo na kayong mga PANATIKO ni Pnoy:

When Pnoy’s father, former Sen. NInoy Aquino Jr. was murdered, then Armed Forces Chief of Staff Gen. Fabian Ver was implicated. That time, it was public knowledge that Ver was ONE OF THE MOST TRUSTED men of then President Ferdinand Marcos.

But Marcos DID NOT SHIELD Ver from legal processes.

Marcos did not interfere when Ver and several others were tried in court (if I remember correctly, the Sandiganbayan) for the killing of Ninoy.

Former First Gentleman Mike Arroyo faced the Senate more than once during the presidency of his wife GMA over various accusations of irregularities against him.  

And In fairness to GMA, it was never reported that she tried to stop the probe against her husband.

Pero kay Pnoy, WALANG IMBESTIGASYON, WALANG KUWESTIYUNAN pag si Puno ang nasasangkot. AALISIN niya sa mata ng tao kung kailangan pero  HINDI NIYA  ipasisiyasat si Puno.

Basta si Puno, LAHAT PUWEDE kay Pnoy.  

Kung may poprotesta na hindi pa rin pangungunsinti ito, siguraduhin lang na may basehan ang ikakatwiran, at hindi puro mura lamang ang gagawin sa akin.

Walang bukambibig si Pnoy kundi ‘tuwid na daan,’ mula pa noong kumakandidato  pa lang siya bilang pangulo.  Ito pala ang tuwid na daan niya, ang HUWAG GALAWIN, HUWAG PAIMBETIGAHAN si Puno, anuman ang mangyari.

Para kay Pnoy, Diyos si Puno.

PNOY DESTROYS OWN CREDIBILITY FOR PUNO!

Pnoy has just DESTROYED whatever  CREDIBILITY AND FAIRNESS he has left with his admission that he had instructed Department of Interior and Local Government (DILG) Undersecretary Rico Puno to secure the office of his boss, Jesse Robredo.

Pnoy KNEW that Robredo was investigating Puno’s role in a supposedly anomalous arms deal involving the Philippine National Police (PNP).

Malacanang itself confirmed in earlier news reports that Pnoy received a report on the 

probe from Robredo some two weeks before the late DILG secretary died in a plane crash.

But NEVER was it reported anywhere that Pnoy questioned Puno about it.

Sa halip, BINIGYAN pa ito ni Pnoy ng PAGKAKATAON na mahanap ang mga dokumento laban dito sa pamamagitan ng lockdown na iniutos niya.

Maliwanag na LOKOHAN at TARANTADUHAN na ito.

Kung may po-protesta, ano pa ang maitatwag sa pagbibigay ng pagkakataon sa isang nasasangkot sa anomalya na makuha ang anumang posibleng ebidensiya laban sa kaniya?

Pnoy himself admitted that apart from Puno, there is another DILG undersecretary, Austere Panadero

But in what is nothing less than a hypocritical (being professional kuno) if not IDIOTIC justification, Pnoy said he gave the lockdown order to Puno for being the undersecretary in charge of the police.

First: Is there anything ILLEGAL or UNAUTHORIZED under DILG rules had Pnoy ordered 

Panadero instead? Even if I’m not from the DILG, I’ll dare say no.

Second: Panadero is NOT UNDER INVESTIGATION like Puno.

COMMON SENSE will say that Robredo’s documents will be A LOT SAFER with him since he’s not worried about anything that might put him in big trouble, unlike Puno who has been linked to fraud.

So who should have been the MORE LOGICAL choice?

And before I forget, people, stories on this issue in the website of The Philippine Star and ABS-CBN news are conflicting.

ABS-CBN claimed Pnoy admitted only to ordering the lockdown for Robredo’s office. Star claimed Pnoy included Robredo’s condo in the lockdown.

Clearly, someone is trying to confuse the people.

The reason for this is to infuriate the people with the contradictory stories until they lose interest in the issue and forget about it.

PNOY MUST EXPLAIN PUNO VISIT TO ROBREDO CONDO!

No less than Pnoy himself must now explain his supposed involvement in the UNEXPECTED visit of DILG Undersecretary Rico Puno and several other men to the condo unit of Puno’s late boss Jesse Robredo.

One of Puno’s companions, police Supt. Oliver Tanseco, claimed to media that Pnoy had ordered Puno to execute a lockdown on Robredo's condominium unit and offices so that confidential documents will be secured.

If Pnoy admits to having given the order, why would he still give it to Puno?

Media reports said Robredo had given Pnoy a copy of an investigation report on a questionable arms deal involving Puno some two weeks before he died in a plane crash..

Iniimbestigahan na nga si Puno, siya pa rin ang uutusan ni Pnoy para siguraduhig ligtas ang mga dokumentong nasa pangangalaga  ni Robredo? Ano ito, LOKOHAN, KABOBOHAN o COVER-UP? Sasabit din ba si Pnoy? 

Most of all, why didn’t Pnoy inform Robredo’s widow Leni about the lockdown, so that Puno’s group could have been allowed into the condo?

If Pnoy will deny ordering the lockdown, why would Tanseco DIRECTLY LINK him? Remember, Pnoy is the President and he can punish Tanseco if the police officer’s using his name without his permission.

Tanseco said he was with Puno, PNP Director-General Nicanor Bartolome and several others when Pnoy called and gave the order for the lockdown to Puno.

If they had indeed been ordered by Pnoy, then WHY DIDN’T Puno INFORM Robredo’s wife Leni about it before they went to the condo on Aug. 19, a day after Robredo’s plane crashed?

Verifications could have been made and they would have been readily allowed to come into the condo.

Undisputed media reports said it was Tanseco who first went into the condo and talked to the Robredos’ maid to let their group in. Considering the ongoing crisis, why didn’t Puno do it himself?

And apparently, even Tanseco did not reveal the lockdown to the maid and to the Robredos’ lawyer, whom he called after they were refused entry and, likewise, didn’t allow them to come in.

Again, verifications could have been made and getting into the condo would not have been a problem.

Being a DILG undersecretary and a senior police officer, Puno and Tanseco could not have been that STUPID NOT TO REALIZE that no way would they be allowed to enter the condo without advanced notice to Robredo’s family. 

Piso manalo isang libo, hindi papayag sina Puno at Tanseco na tawagin silang ESTUPIDO.

Since Tanseco claims that their supposed orders came from Pnoy, then the  President’s communications people are OINE BIG BUNCH OF INCOMPETENTS not to have thought of giving prior notice to Leni.

And if Tanseco or any other person will allege that PNOY DID NOT WANT TO NOTIFY Leni, then it can only mean two things:

There are documents in Robredo’s possession which can ENDANGER or DESTROY Pnoy’s presidency so he wants these recovered at once. 

Or Pnoy is getting INSANE that he now thinks he can now do whatever he wants with anybody’s property anytime he feels like it.

Even if he hasn’t explained yet, I will dare say that Department of Interior and Local Government (DILG) Undersecretary Rico Puno was up to something fishy when he tried to enter to enter the condominium unit of his late boss Jesse Robredo in Quezon City last Aug. 19, a day after he died in a plane crash.

As well as Robredo’s office at the National Police Commission (Napolcom), where the late secretary was the chairman.

Puno tried to do it WITHOUT PRIOR AUTHORIZATION from Robredo’s family, or from higher authorities.

Kung walang MASAMANG BALAK si Puno, walang dahilan para HINDI MUNA SIYA MAGPAALAM o humingi ng permiso sa Pamilya Robredo para makapasok sa condominium kahit na wala sila doon.

Tiyak namang HINDI TATANGGI ang Pamilya Robredo kung walang masama o kaduda-duda sa kaniyang dahilan.

But not only did Puno not ask permission from the Robredos, he even brought along a police senior superintendent and several others with him.

According to a story in the ABS-CBN news website, a certain Supt. Oliver Tanseco first went into the penthouse of the condominium building. Puno and a few others waited outside.

Why did it have to be somebody else and not Puno himself who should go into the condominium first? If Puno will say that he just accompanied Tanseco and the rest, what for? 

Why him and not any other DILG official? What makes the purpose of the unexpected visit SO IMPORTANT that he had to be there and it could not wait until Robredo had been buried and a new DILG secretary is named?

When Robredo’s maid refused to let him in, Tanseco called Robredo’s lawyer but he was also denied entry because their group did not have a search warrant.

The logbook of the condominium indicated that Tanseco, Puno, Sr. Supt. Joel Pagdilao and a certain Apollo Reuben Toganon, arrived at 10:30 a.m. From there, they apparently proceeded to the Napolcom and was recorded as having arrived there at 11 a.m.

But look at this direct quote from the ABS-CBN news website:

“

Noong pumunta si Usec. Puno, pinigil, kaya tumawag sa akin. Hindi naman alam ng guwardiya kung bakit nagpunta doon si Usec. Puno,” said Napolcom vice chair Eduardo Escueta.

Meaning, the Napolcom visit was also UNEXPECTED and UNAUTHORIZED.

So the million dollar question now is WHAT MADE PUNO go to those great lengths to visit, UNEXPECTEDLY, and try to gain access to Robredo’s condo and Napolcom office?

Remember, guys: Supposedly SENSITIVE documents in Robredo’s possession were immediately secured in his DILG offices right after his death.  And take note, people: ABS-CBN said Puno declined to comment when they asked him for his side.

Considering the sensitivity of the issue, it was TOTALLY SURPRISING, to say the least, why Puno refused to give his side and immediately prevent possible suspicions by the public, If he and his group had nothing ILLEGAL in mind.

To both pro and anti-RH bill advocates:

Don’t let Sen. Tito Sotto’s alleged plagiarism distract you from thinking correctly on the pros and cons of the proposed measure.

File a complaint against him if you want to before the Senate Ethics Committee. But stick to the issue (s) and speak louder, and more aggressively, about it instead of Sotto’s supposed new blunder.

The issue is the bill, not just Sotto.

In the first place, it has yet to be proven if the senator indeed plagiarized his second speech from one of the late former US Sen. Robert Kennedy. Or if he had indeed personally ordered it copied and translated in Tagalog.

Sotto has been bashed and ridiculed since this latest controversy started. Sticking to or making fun out of him round-the-clock won’t get anybody anywhere with regards to the RH Bill.

I’m not defending the senator. Personally, I am for a probe of him, not just by the ethics committee but by the entire Senate if rules allow and as soon as possible, to settle the issue once and for all.

The attacks are overshadowing arguments of both pro and anti-RH bill factions.

These arguments can help provide the people, and hopefully congressmen and senators, with the correct moral perspective or mindset in pushing for the passage or rejection of the bill.

Or in guiding them in coming up with the most effective amendments to the measure for the satisfaction and benefit of everyone.

The RH bill is not just about Sotto.

HINDI LANG si Sotto, o ang kaniyang pangongopya ng mga speech, ang TANGING BATAYAN kung nararapat o hindi ang RH Bill. At lalong hindi lang siya ang maapektuhan maging batas man o hindi.

Focus more, people, on who is or who are anti-people and anti-Christ in fighting for or against the bill.

IYUN ANG MAS IMPORTANTE.

The REH Bill has been dividing, and continues to divide the nation and our people for several months already.

If Pnoy won’t have a justifiable explanation for the P317.58-billion which will be at his disposal in the special purpose fund (SPF) of the proposed 2013 budget, it will only mean two things:

The money will be for ALL Liberal Party candidates – from senators down to mayors and councilors – in next year’s elections.

Or worse, he and his puppets will POCKET the money.

In a story in the Manila Standard Today, former national treasurer and Social Watch Philippines convenor Leonor Briones was quoted as saying that only Pnoy can tap the P317 billion under the Constitution.

But to date, neither Pnoy nor Budget Secretary Butch Abad HAVE NOT GIVEN any convincing defense on the need for the P317 billion in next year’s budget.

NOT A WORD ON EXACTLY where, when and for whom can the money be spent. No rules and regulations for the money’s disbursement and other safety nets against plunder or illegal use of the funds.

And you know what makes the P317.58 billion more SUSPICIOUS or QUESTIONABLE, people? Being the president, Pnoy can use other funds for specific purposes.

Like the presidential social fund and intelligence fund.

Keep in mind, too, guys that the Office of the President DOES NOT IMPLEMENT infrastructure, agricultural or other pro-people projects or programs. As we all know, this is the job of government departments and agencies.

Kaya ang mga tanong: BAKIT pa kailangan ni Pnoy ng P317.58 bilyon?  

ANO ang kailangang gastusan ni Pnoy ng ganung kalaking halaga? Kung proyekto o programa ay bakit hindi ito ipaubaya sa mga kinauukulang departamento o ahensiya ng Gobyerno?

Bakit hindi puwedeng gamitin ni Pnoy ang  iba pang mga pondong siya ang may control para mamenos na ang P317.58 bilyon?

There’s nothing illegal in creating the P317-billion fund.

But it will be IMMORAL, if not DIABOLIC, and INHUMAN to come up with one for PURELY PERSONAL USE or INTERESTS, or for the BENEFIT of a CHOSEN FEW.

Instead of for the common good or uplift in the quality of life of the greater majority of the people.

Who will principally PAY for the P307-billion in the first place with their taxes from the loose change (barya-barya) salaries they earn for the blood, sweat and tears they shed in their jobs.

It seems Pnoy’s government has NO CLEAR ANTI-EARTHQUAKE DISASTER prevention measures for Metro Manila.

In a story in the Philippine Daily Inquirer, National Disaster Risk Reduction and Management Council (NDRRMC) Executive Director Benito Ramos cited, among others, the following scenarios:  

The North Luzon and the South Luzon expressways will be destroyed.  

But he DID NOT MENTION even a single measure which has been, or is currently being undertaken, to check on the durability of or to strengthen the two expressways.

Flyovers and buildings collapse, fires break out and 3,000 prisoners escape.

In the same story, Philippine Institute of Volcanology and Seismology (Phivolcs) science research specialist Enrico Mangao warned against the substandard quality of, and the disarray of  buildings  as a major reason for collapse in case of a strong earthquake.

Mangao pointed out that even creeks, which are not supposed to be built on are now packed with houses.

But neither did Ramor or Mangao specify any ongoing and widespread check of the structural stability of buildings anywhere. The same thing for the flyovers, or recruitment of new firemen and substantial increase of firefighting equipment by the government.

Other than a recent announcement by the government  of hiring new policemen next year, the Philippine National Police (PNP) remains in critical need of personnel and crime-fighting gear and weaponry.

Ramos insisted that the government has a plan. But HE DID NOT POINT OUT ANY PREVENTIVE ACTION.

PREVENTION is always better than REACTION.

I’m not saying that casualties or damage to property can be prevented 100 percent. My point is death and destruction will be hugely MINIMIZED with prevention, not reaction.

The story cited the Metropolitan Manila Earthquake Impact Reduction Study (MMEIRS which warned, among others, that:

Some 170,000 homes will collapse, 340,000 more will be damaged, 34,000 people will die, 114,000 others will be injured, fires will break out and burn approximately 1,710 hectares and 18,000 more people will be killed. .

We had better find out NOW, people, how can these scenarios be minimized, before they take place.

Time to start talking to your mayors, congressmen and Malacanang.

THE WORST INSULT TO ROBREDO!

Executive Secretary Pacquito Ochoa Jr. and Malacanang have just given the WORST INSULT to the late Department of the Interior and Local Government (DILG) Sec. Jesse Robredo.

In an interview with The Philippine Star, Ochoa CATEGORICALLY declared that new DILG Sec. Mar Roxas HAS CONTROL over the Philippine National Police (PNP).

A power which Pnoy NEVER GAVE to Robredo despite his post, and was entrusted instead to the President’s kabarkada and kabarilan DILG Undersecretary Rico Puno.

So what made Robredo UNTRUSTWORTHY, or UNQUALIFIED, of control over the PNP until his untimely death? Anybody correct me if I’m wrong but I don’t recall even one explanation by Pnoy or Malacanang for this.

But if Mar can have IMMEDIATE CONTROL of the PNP once he assumes office, why couldn’t Robredo? What made him so INFERIOR to his successor?

Sa pagkakatanda ko, tinawag ni Pnoy o ng gobyerno na bayani si Robredo bago ito nailibing.

May bayani bang HINDI DAPAT PAGKATIWALAAN?

Ochoa’s statement followed Malacanang’s SPEEDY SUBMISSION of Mar’s appointment papers to the Commission on Appointments (CA) for confirmation.

In TOTAL CONTRAST to the VERY LATE, or was it NON-SUBMISSION of Robredo’s papers.

Abot hanggang langit ang mga papuri at pagkilala na ginawa ni Pnoy, pati na ang mga miyembro ng kaniyang Gabinete, noong nakaburol pa si Robredo. Pero nomination papers lamang ay NAHULI pa sa pagkakasumite sa CA.

At ngayong si Mar na ang papalit kay Robredo, naipadala na agad sa CA ang nomination papers nito kahit MAHIGIT ISANG LINGGO pa lamang ito naitatalaga ni Pnoy.

Malacanang practically DEPRIVED Robredo of the help he had needed for the confirmation he had RIGHTFULLY DESERVED.

But now, Pnoy and his boys are ALL-OUT in assisting Mar, before the very eyes of Robredo’s family and the People as a whole, for his immediate confirmation by the CA.

Nothing could be MORE INSULTING to Robredo.

2013 BUDGET CAN ROB US OF P240 BILLION

The proposed 2013 national budget can easily ROB US of more than P240 BILLION of our taxes.

A story in the Manila Standard Today on the proposed 2013 national budget detailed the following:

First and foremost, a STAGGERING P117.54 BILLION was allocated for UN-PROGRAMMED FUNDS for 2013. Un-programmed meaning, the money is NOT INTENDED FOR ANYTHING SPECIFIC.

Kaya puwedeng GASTUSIN ni Pnoy o ng mga taio niya ang P117.54 bilyon saanman o anuman ang kanilang magustuhan.

NAKAWIN man ang pera, BUTAS NG KARAYOM ang pagdadaanan ng sinumang maghahanap dahil WALA namang particular na paglalagyan. 

A MIND-BOGGLING P22.4 BILLION was allocated for a NEW ITEM, the Priority Social and Economic Projects Fund. Pero WALANG DETALYE KUNG PAANO AT SAAN GAGASTUSIN ang P22.4 bilyon na ito!

The budget for the Department of Social Welfare and Development’s (DWSD) conditional cash transfer (CCT) program was increased to P44 billion from P39 billion.

This, despite the fact that the Commission on Audit (COA) had earlier uncovered ANOMALIES in the CCT, and there has been NO DETAILED BREAKDOWN to date of where the P39 billion went or is being spent.

And as Social Watch Philippines (SWP) convenor Marivic Raquiza notes, “the latest official data show that poverty has worsened or remains high for the poorest sectors such as farmers and fishers, women and children.”

Retirement benefits in the Special Purpose Fund, was MORE THAN DOUBLED  to P98.7 billion from P34.4 billion in 2012, higher

This implies that the expected retirees for next year are MORE THAN TWICE the number of those who will bow out of service this year. But there’s NO BREAKDOWN on the number, from what offices or agencies and the entailing cost.

Agham Rep. Angelo Palmones and Kabataan Rep. Raymond Palatino noted an allocation of P60.4 billion for the hiring of 164,230 new government employees.

But there are NO DETAILS for what agency or office, how many for each and what are the jobs and job descriptions of these 164,230 new workers. Not to mention the ABSENCE OF ANY BASIS for the planned mass hiring.

Keep a TIGHT WATCH on the proposed budget, guys.
